Elaine is responsible for the development of the sampling plan and statistical analyses. She is a national expert in survey design and sampling methodology.

Chris has managed more than 300 community surveys for local governmental organizations across the United States, including projects in 9 of the 20 largest U.S. cities and 11 of the 20 largest U.S. counties.
Ron Vine
Ron is former city manager with extensive experience with the development of applications for customer satisfaction research for large governmental organizations. His expertise
is in Parks and Recreation surveys.
Dr. Robert Cicerone
Dr. Cicerone is responsible for ensuring that the survey instrument is designed to collect data that can be used to support performance measurement applications that may be desired by the City. He is a national expert in the field of customer loyalty, and has published dozens of articles on customer satisfaction issues for some of the nation’s most respected journals.
